The building is maintained, according to a vinyl notice on the door, by the Tallgrass County Administrative Services Department, though the notice also directs seal-related inquiries to a phone extension that was not answered during two weekday visits. What makes the site worth fuller documentation is that none of the window seals match the seal currently used on county vehicles, tax bills, or the courthouse website. One version includes a fish, one a grain elevator, and one a surprisingly narrow sunrise with exactly nine rays, suggesting a prolonged design process or an unresolved compromise that was never fully put away.
