Museum of Municipal Beige

A 6,000-square-foot museum preserving the beige finishes of American municipal interiors: paint chips, floor tile, wall paneling, and forty-one filing cabinets arranged by hue. Its holdings include an unbroken run of the shade known as Government Tan from 1962 to 1989, and a fully recreated 1978 license-branch waiting room.
History
The Museum of Municipal Beige originates in the personal archive of Norma Fenwick, who processed interior-finish requisitions for the Indiana Department of Administration for thirty-four years and kept, against no known policy, a sample of every approved shade. Upon her retirement in 1988, the archive comprised more than 1,400 paint chips, 300 tile samples, and what Fenwick's accession notes describe as 'a representative doorstop.' When the state surplus annex in Mott Station was decommissioned in 1990, Fenwick petitioned to house the collection there permanently.
Funding came in the form of an $85,000 grant from the Indiana Heritage Interiors Fund, a program established to restore historic courthouse woodwork. Fenwick's application was reviewed by the Interior Finishes Preservation Subcommittee, which approved it on the recorded understanding that 'beige is an interior finish, whatever else may be said about it.' The grant remains the Fund's largest single award and the only one ever made for a finish rather than against its removal.
The museum opened to the public on May 4, 1991. Its principal galleries include the Corridor of Corridors, a hallway finished successively in the standard hallway colors of six decades; the Filing Cabinet Chronology, forty-one cabinets dating from 1947 to 1989 and arranged by hue rather than year, a curatorial decision Fenwick has defended in print twice; and the recreated 1978 license branch, complete with original stanchions, a NOW SERVING sign holding at 44, and seating certified period-correct by two former employees.
In February 1997 a roof leak damaged the museum's Eggshell Wing, darkening more than 200 chips by what a retained conservator measured as half a shade. Restoration cost $12,400 and was judged only partly successful; rather than deaccession the damaged chips, the museum reclassified them as a standalone exhibit, 'Weathered Neutrals,' which has since become among its most visited rooms.

Local Legends
Residents maintain that the museum's exterior has been repainted seven times, each time in the same color. The director's office confirms five and considers the matter closed.
It is widely said that a chip in Case 12 matches the exact wall shade of every license branch in the Midwest. The museum will neither confirm the claim nor, as visitors regularly request, rank the branches.
Some in Mott Station claim Norma Fenwick can identify any beige by year and issuing agency from across a room. She has declined to demonstrate this publicly since 1999, citing fairness.
The Controversy
The museum maintains a long-running disagreement with the Indiana Paint and Coatings Guild, which contends that four of the core holdings are technically greige and therefore outside the museum's stated scope. The museum's written position, unchanged since 1994, is that greige is beige 'under municipal lighting conditions.' The Guild sends a letter each spring; the museum files it.
Visitor Reviews
More filing cabinets than expected, and I expected many. The Government Tan run is complete, which the docent mentioned several times. It is complete.
I stood in the recreated waiting room for forty minutes, voluntarily. Something about the light in there. I thought about my father, who gave thirty years to the county assessor's office. I signed the guestbook twice.
Wanted to note that the parking lot has new gravel this year and drains much better than in 2023. Big improvement. The museum is beige, as stated.
Speaking as a professional, at least four of these so-called beiges are clearly greige. Staff would not engage with me on this. There is a letter you can read but it did not satisfy.
